Not a qualified answer but, recently my wife had to dig up the same type record for her mother in order to get her a Cedula. mom was born in Jarabacoa. We went to jarabacoa and discivered that such records were actually kept at the "Supervisory" Church in La Vega. Went there and sure enough found the appropriate records.
With that said, i suggest that you go to the "supervisory" church for the one that is closed (not there) and ask about where the record you seek might be.
