Importing a car fro Puerto Rico to the DR

I have a friend who is an American studying at university in the DR and he is thinking of buying a car in Puerto Rico to save money and bringing it here to the DR.

Can he bring it in tax free??

Do you have any legal advice about this ??

How should he go about this??

What are potential problems and costs??

Search the forums as a start - since PR is the same country as the USA the posts about how time consuming, costly and troublesome imports from the USA have been should be a good start - the shipping would be less of course, there is a ferry if you are allowed that method.
Why you'd think it is tax-free is a mystery.

The difference is that you can drive a car over on the Ferry from PR to DR.
