Obtaining Cedula being a Canadian Citizen

I've been reading up on cedula's and I can't seem to find any information on how to get one when you are a Canadian Citizen, is it the same as if you are a US citizen? and what about dual citizenship? can anyone help me with this???

Yes. You get the cedula because you are a resident of the Dominican Republic, not because you are a citizen of one country or another.

Ken is 100% right as always about the Cedula. You can apply for citizenship after 2-3 years of being a resident.
