Everything is possible with the right connections and enough money.

I'm sure you will have a mountain of paperwork to do this legally and it will not happen overnight. Especially as your taking people into the air.

My best advice is to come here and start doing the necessary legwork and research. You should talk to the para gliding and flying people here.

If your serious, then only a VERY serious commitment of time and money will make it happen here, otherwise you're wasting your time looking to offer this in the DR.
