Try Gonzales by Central Park, and also Hollywood DVD at Luis Ginebra.
Sometimes Libreria Puerto Plata, on Calle Duarte just before the Amber Museum have a few.

If you have a chipped Xbox, a few places in SD sell all the latest games for around RD$6-800.

Ask a few of the local teenagers, they will know how to get Xbox games.

If you have broadband it should work fine, just like from any other internet connection. You might have a few extra milliseconds of latency but nothing crippling.

I have generally not had latency issues playing online games in the DR, but my experience is limited to Blizzard games on PC.

I went there yesterday with a buddy of mine who generated this request for information. Mr. Rojas had only a couple games in the store, but he owns a pay as you play video game shack around the corner for the kids as well.

We took a short walk over there and found a pretty extensive collection of copied (for 'chipped' x-boxes) and original x-box games for sale. 200 pesos for the copies.
