Shipping From DC to DR

I would think the US Embassy would have guidelines and arrangements with shippers to deal with the red tape - he works there- he should ask the admin/HR person what is the best method.

Since he works there, he can talk to some of the admin people or perhaps even someone in the miltary attache's office. A large amount of personal property is moved around by the traffic management offices that each branch has and they're all over the world. Maybe back in the day it didn't work like that but now I'm pretty sure you can work something out with them.
