You would need to specify what the work contains, working hours, kind of company, where etc to get a more or less correct response to your question.

15000 pesos, for PR work?

Do you like less than $500 a month based on your needs, wants, education and experience? If yes, then it is reasonable. If not, it sucks.

that is if you want to live as if you're in the states, canada, or europe.

if you want to live as if you're in dr then 15k/month is more than enough.

workers in dr make avg 3-5k/month and don't die (and they have a family).
(yes, i know what people are going to say now: "if you want to live in poor ghetto neigh then go ahead accept anything").

The majority of the population earn 50% or less of RD$15,000 (US$470) per month.

RD$15,000 is a good wage if your a bank teller, office secretary etc.
It's 3-4 months wages for the average domestic worker.

So yes, it's not a bad wage when you think of the country and the wage levels here.

Banco Popular pays its tellers 10,000 to 12,000/month depending on years of service. They and other banks also pay medical insurance.

You would need some sort of special or rare skills, or an affiliation with a foreign company, to earn a developed world salary. I don't think public relations is widely considered rare or special in the DR. For example, other than sports and the first 3 or 4 pages of the main news section, Listin Diarios entire content consists of the output of public relations flacks. That's the negative. The positive is that there is high demand for public relations services. Good luck.
