Could anyone comment on this?
This place is totally run down and the apartments are for sale at very low prices. What happened there?

Could this complex ever come back to life, and might it be a good idea to buy sth now, just to wait for a change there?

Stay clear of this project, no matter how cheap a condo/apartment is being offered to you.
There's a long history behind this place, but most importantly, the same thing that drove them into the ground in the first place, still exists.
Loud music !
There was a disco right next to it to the East, called Copa Cabana, and the thump prevented people from sleeping.
Now, there is a Tipico of sorts, 100 feet away, that used to be known as the hotel Kanoa, I believe, and it blasts music all evening 'till the wee hours of the morning.
This combined with questionable ownership by anybody who claims title make it a very bad investment.
