Fact: There are many instances of sudden major inexplicable increases in electricity bills to individual consumers in this country.

Rumor: The electricity companies tamper with the situation in their favor.

Fact preferably, but rumors are acceptable in this case. Does anybody have any information on HOW they do this?

I do not know!.
Fact: I got my new meter for the Judo club installed. Took ten days to hook their lines to my lines.

got a bill for 659 KwH!!

Next month's use was 18 KwH, with the power shut off...

I am looking into it.

I've investigated and the USAID org now wants to sell that report whereas yesterday it was on the web free. Go figure.

Found this one that USAID did in Feb 2003 and the one I posted earlier was dated May 2005:
