Plastic Cards at Airport

Heard something a little while back that has aroused my curiosity. Someone was saying that when they flew into Santo Domingo a credit type card was issued to them at the airport for purposes of data collection. I'm assuming that the primary purpose would be to determine the length of ones stay in order to calculate the departure tax and penalties.

My questions are as follows:

1. Is this really happening?
2. Will folks without residency status who overstay by 3 or 4 months be totally hammered?
3. When did it start and are all the airports doing this?

Nothing has changed except they computerized the "Tourist card".

I have my 300 pesos set aside in case I run out of money!

9 months to 12 months: RD$2000
1 year to 1-1/2 years: RD$3500
1-1/2 year to 2 years: RD$4500
2 years to 2-1/2 years: RD$6000
2-1/2 years to 3 years: RD$8000
3 years - 5 years:RD$12,000
More than 5 years: RD$15,000

They ask how many days were you in country, its too much for them to do the math.

If you are still in the DR, could you look at the back of the tourist card and let me know the website they mention.

I thought it was www.feedback.com, but every time I try to get on that site I get a blank page.

You're given a "modified" version of the card on the plane to fill out. You still go to the same booth and pay the $10 for a credit card sized tourist card.

Upon departure you're given another form to fill out along with the US Customs declaration THAT MUST BE FILLED OUT prior to going through passport control. I just figured it was more US paperwork and put it in my pocket. Mistake. After waiting in line I was given another one so I have a spare. Kind of a hassle to fill it out after X-Ray and before exiting.

I used to buy several of the old-style tourist cards so I could avoid the line before going through customs. Can't do that with the new cards.
