Herrera airport closing & new airport opening

They've been saying the Herrera airport is closing "next week" for several months now, so we will see if a presidential order to close it on Feb 23 has any effect!

I have a few questions. What is the new airport called? Exactly where is it located, and how do you get there from Santo Domingo? Have they done anything about the myriads of birds that were preventing its opening previously? (Evidently it was built on or near a dump.) Or are they just going to open it and risk the lives of the people who fly in?

Also, why in the world would Herrera stop servicing international flights from now till the opening of the new airport? Or was that just a mixup and they really meant to say that the new one wouldn't accept international flights until it was approved?

Herrera airport ordered to close
Herreras Airport in Santo Domingo has been ordered closed by President Fernandez effective 23 February 2006 when operations will begin at Dr. Joaquin Balaguer International Airport. Until then, only domestic daytime flights will be allowed to operate at Herrera. The presidential decree ordering the closing of the airport states that the airport is not up to date with requirements established by international treaties having to do with domestic and international air traffic. The new airport has yet to be certified for international flights.
