I've heard from a few people that dr isn't too strict about residency permits.. Would it be possible to move in and start working before having permits in place?

Yes, the DR is lax about enforcing the requirement for residency or legal work permits. It is a decision of your employer.

Depending on the employer you probably won't have too much trouble. Many places will pay in cash instead of worrying about the legal issues.

That's pretty slick.. I was thinking about moving to the UK but gaining permanent residency would require living there for four years and I could only stay 6 months at a time provided I could find a UK employer to hire me.. Not too likely for a recent grad.
