There is a tax charged based on the value of the vehicle, (sorry but I don't know the rates) and DGII uses a book of their own to determine the value to prevent blatant undervaluation.

I recently transferred a vehicle valued at RD$250,000 and the total transfer cost including all of the fees was a bit over RD$11,000.

To change the name property to an matricular (original car document) you need:

the original matricular
the copy of Cedula (Id.) of the person who is named in the Matricula
the copy of Cedula of the new person who will be named in the matricula
the papers of the contract (the buy and sale document).
and pay the tax for service

Note: You have to bring all original documents.

If you are in Sosua, i can help you to do it or recommed you a person who can help you, who works in Ayuntamiento Sosua, in Impuestos Internos.
