Only outbound passengers are allowed to shop at duty free shops, because the shops are not paying custom taxes "duty" on those items and are allowed to sell it cheaply to passengers leaving the country. If they were allowed to sell it to people coming into the country, it wouldn't be fair to outside businesses who pay import fees on those items.Paulino said:I didn't even know that inbound passengers had access to the duty free store, opening hours notwithstanding.
