More power for an effective president



THE president, Leonel Fern?ndez, arrived in office in 2004 with his country reeling from a bank failure, an inflation rate above 50% and a sagging currency. Through austerity measures and the force of reputation—the economy boomed in his first term as president, from 1996-2000—he quickly set matters right. The economy grew by 9.3% last year, while inflation was down to 7.4%. Mr Fern?ndez accomplished this by coaxing co-operation from a Congress dominated by the opposition. To turn recovery into sustained growth, he sought a majority of his own in a legislative election on May 16th.[link]
