Could someone please explain what a regidor is, ..

Is is like a counsilmen?

how are they (s)elected/appointed?

A regidor is a city councilperson. During the last elections (May 16th), 962 city councilpersons were elected nationwide. By the way, their basic salary is around RD$50.000/monthly...

Ahem! MIRADOR: You know that "regidores" do not receive salaries!! That money is their Per Diems!! And, depending on the town, these per diems can reach close to RD$100,000!!

Not bad for being a party hack with no brains..

A Dominican friend told me they also charge constituents for services. :disappoin Sounds like that post is a license to steal.

so are this the people that have to validate/certify things such as goat sales and as well as part of the application of some Haitians to become Dominican citizens? (all for a fee)

Hillbilly is right. The law has established that the position of city councilperson (regidor) is honorary, and as such, un-paid. However, regidores are paid monthly wages, and to get around the law, the payment is called "per diem", "montly extraordinary stipend", or whatever... Also, regidores get a cut of all contracts, zoning changes, city land sales, etc., that require city council approval... So, it is possible that a regidor could round out an income of about RD$100.000 per month...

Came across this thread and thought I'd respond.

Dominican law states that all Ayuntamientos are allowed at least 5 Regidores regardless of the size of the town. If you have not seen it all this is explained in this thread.

I remember those "inutiles" in Luperon, all "regidores" were basically "botellas", corrupted and useless for society, a remarquable example of dominican politics...
