choosing ISP...

Dear friends,
I'm writing from Ukraine but my friends are already in DR.
I have heard that there is no problem with high-speed and quality Internet in Santo Domingo, but due language problems they can't make a wright choice.

It will be perfect to have unlimited traffic and speed no less then 256 kb/s (but it is a minimum - wanting faster) for about $20/month.

Is this a real condition for Santo Domingo? Is there an ISP with english speaking support operators?

Your advices will be great help form me, thank you!​

Verizon offers 256, 384, 768 and 1,536 kbps, but it costs more than $20 US/month.
I believe the cheapest one, starts at 850 pesos plus tax, so, approx $30 US/month and up.

In SD there are 3 options for high speed afaik. The already mentioned Verizon ADSL as well as Aster and Telecable. The later 2 are cable companies and can probably only be subscribed if you also take their TV service. I had good experiences with Aster after Verizon DSL failed on me. I believe this is also a little cheaper as they don't charge all the "telecomunincation fees" that by Verizon add to almost 30% taxes. If someone knows other options I'm interested as well.

Cable is just too slow in DR 64k bps up and 64 k bps down in cablenet.
Its a joke. They will try to confuse you by telling you that its 128 kbps but they are adding both upload and download speeds at the same time.

Is "cablenet" a specific provider or you mean cable in general?

I have "Aster 512", translates to average 48kb/s downloads in reallife. The upseed is 384 I believe, it is also fast uploading to ftp but doesn't work well with VOIP (skype, voipbuster etc). I believe this is because the "ping" times are worse then with ADSL but I maybe wrong, I hear people perfectly all the time, on their end I am always "breaking up" tho.
