Deslinde woes

A surveryor named Eric E. Kurnhardt Pe?a, from Puerto Plata, started my finca "deslinde" in February.
I paid 50% in advance, and the contract says that the deslinde should be done in three months.
I already deposited the title in the "tribunal de tierras" in Santiago.
Now, the surveryour can't find a boundary marker (borne) and that is stopping the process.
He said to me than the work on the field is done, he only needs a marker go ahead with the deslinde.

He tried to find one marker two months ago, and since them I have no news.
Of course, I call him all weeks, he always promise to came to work, but never does.
My question is: Do I have any mean to apply legal pressure on this man?

That's Kunhardt....he is well known.

I would go ask a lawyer. You could ask for you 50% payment back for unfulfilled work..
