Voting Rights of the Dominican Military?

A couple of years ago, I recall hearing that the Dominican police and military were prohibited from voting in government elections. I just wanted to confirm this and to find out if this law is in the country's constitution. Also, how easy is it for DR constitutional laws to be ratified?

The constitution is here.

In Section II, DE LOS DEBERES, Article 9 paragraph d., Todo ciudadano dominicano tiene el deber de votar, siempre que esté legalmente capacitado para hacerlo.

Titulo X, Article 88, No podrán votar:

1. Los que hayan perdido los derechos de ciudadanía y aquellos a quienes se les hayan suspendido tales derechos, por virtud de los Artículos 14 y 15 de esta Constitución.

2. Los pertenecientes a las fuerzas armadas y cuerpos de policía.

Titulo XIII deals with the reforming the constitution.

If you can't read Spanish. Article 9 paragraph d, says all Dominicans must vote when they are legally able to do so.

Article 88 paragraph 2 says that all military and all police can not vote.

Title 13 Article 116 says that all that is needed to reform the constitution is 3/4 approval of either house of congress which would be the Deputies or Senators. Not both.
