Hopefully there is a quick answer to this... tried "search" but couldn't find a specific answer.

I am buying a car from a friend next week. When I purchased my last car here, we had an attorney draw up a contract of sale, which I kept along with the metricula. Is this completely necessary, or would a simple signed reciept be sufficient?

You need the contract, and it has to be notarized by an attorney. You also need a certificate from the Fiscalia located near Avenida Italia in Santo domingo that says the car is not stolen. You must have both in order to transfer the matricula and pay the transfer taxes at DGII.
