Are Dominicans classified by Government Officials?

I was doing some research concerning, Dominican issued identity cards. I came across an article that got my attention, but I am not sure this article holds water. Can anyone please tell me if my questions are true, or false?

1) Is it true that, every Dominican is issued with an identity card at the age of 18 which specifies their ?racial? category?

2) If so, on these cards, are there really seven ?racial? classifications which range from White to Mestizo, Light Indian, Dark Indian, Light Mulatto, Dark Mulatto, and Black'?

3) And are these individuals categorized on the basis of the subjective perceptions of a ?Government Official? who will classify individuals according to their ?visible characteristics??

I just can?t believe that an individual would be classified by a Government Official according to their facial appearance, or skin tone. I am just curious about this process. Thanks for any information with regards to this subject.
