Hello
I am european,
married a domincana with two children (15 and 17)

the german embassy in SD said that even as minor, he had to talk german,

does anybody knows how to get him a visa?

they lived with me 19 months and learned french....

There are a couple of places in Santo Domingo that teach German. Your wife should know where they are.

No idea what you need for a visa...

He had to be able to talk German to get a visa? You mean a tourist visa (Schengen) or residency? Or just to be able to have the interview in the Embassy? For a tourist visa or the interview that seems pretty improbable. For a short-term (< 3 months) visitor visa all Schengen countries, including Germany, (should) have the same rules: http://www.holanda.org.do/contents/pages/11211/requisitosschengen2006.doc
If you're looking for residency, the rules in each country are different, and maybe a German member here can enlighten us..

Who is HE?

Spouses of Germans have a constitutional right to be given a visa to join their German partner (Schutz der Familie).

The embassy will in some cases investigate whether a token marriage (Scheinehe) was arranged to obtain a visa.

The children ought to get visas as to join their new family (Familienzusammenfuehrung).
A procedure of 'recognizing' the children may apply.
Children over the age of 16 need to have a good command of the German language.

Children above 16 to enter in Spain has to know spanish...
So if we move to Spain, would that make it easier to bring a child of 16 years?
