Is it only guests who are staying at the AI hotels in this resort, who are allowed through the gates from the main highway, or can anyone enter and use the Cinema etc?

I've never been stopped by the guards when driving into Playa Dorada, just waved inside. From what I've seen they stop supply trucks, motoconchos, and people on foot.

When you use a taxi from downtown you will be stopped, as they are not allowed to get into the park, unless they have tourists in the car with a bracelet from a AI hotel.
But if you have a rental car, or a car of your own, no problem at all to get into the park

Just take the taxi or guagua to the main gate, get out and walk in. Anyone can go to the main shopping area, dine at the restaurants, see a movie, check out the shops, buy tours, whatever. You just can't roam around any of the resorts or use their facilities, with the exception of some of the discos at night.
