How to register a .do domain name?

I have a simple question, actually the thread name says it all. How to register a .do domain name?

I've searched online, godaddy and other domain registration services but I can't seem to find any information on how to register a .do domain name.

The domains are apparently registered/controlled by PUCMM.
My source for this info said "and (as you must know) pucmm is always doing things in the worse manner"

The system at PUCMM works fine, we have registered a few .do domains with them.

You cannot pay by credit card. It needs to be by cash or cheque.
