Do all of the resorts allow topless sunbathing?

I haven't been to them all, but generally the big resorts that cater mainly to European tourists accept topless sunbathing as it is common among Europeans. At some - not all - of the smaller, family run hotels you will find that it is frowned upon.

Topless sun tanning is allowed on the beach, but not around the pool at the Playa Dorada complex of 14 hotels.

I don't think anyone mentioned nude - except in the header. Being in the nude publicly, whether on a beach or somewhere else, is not allowed in the DR. So you have nothing to fear...

JACK TAR is an ADULT HOTEL

It is allowed at the Jack Tar because no-one under the age of 18 is allowed on the property. Other resorts have children and families, therefore prefer that women cover up at the pool.
