Hi everyone,
I think my question is a little one. I hope so. (But when it come to the Visas it is never a little question, right?) The question is concerning a Visa for Study in the United States. I have been informed the process goes like this:

1. I apply to the university. This application includes the paper of guarantee support of someone to be my sponser in the united states, and cover the cost of the university and daily life, food, medicine.
2. If I am accept to the university for study I will receive papers to complete and bring to my date with the consulate with other papers.
3. I call for my date with the consulate to obtain a Study Visa.

This is what I understand. What I want to know is if I can be negative on getting my Visa for study even if the university in the United States gives me the acceptance. I hope that with acceptance to the university and my papers of support that I will have in the United States I will be granted my Visa to study in the university. I have worked very hard a long time for this and I very much want to study in the united states and know what living there and maybe work and then return someday to my country,I just want to know if I have acceptance to university if they can say no to me.

I am also feeling nervous about this because I was recently denied a Visa for visit/travel to the United States, the reason being the insufficient evidence that I would return to Dominican Republic. Because I am young I do not have a lot of money, I do not have property, I am from the country,so they said, well, she will probably just want to stay in the United States. I had enough money for a visit I just wanted to see, but they told me no. Will this effect my situation now? Can they say no, if I have the financial support and acceptance to the university? I am so nervous, I have work so much for this, studying english, I very much want to go, but I don't want to be so hopeful to get some ugly face tell me no, one more time.

To add: I also understand for a demonstration of my financial support, I can bring statements of the property of my sponser, as well bank statement and tax information. But do they need to be millionarios?

My girlfriend is from the DR and is here in the USA studying with an F-1 student visa which she got 1 year after being rejected for a US tourist visa. I can not give you statistics as to what percent of people who have obtained an I-20 from a US school and rejected for a student visa but I would think wth the I-20 you there would be a much higher success rate of getting the visa compared with tourist visa.

One question my girlfriend told me that they asked her is if she had traveled outside of DR. In between consular appointments she had travel to Ecuador and Aruba so this was view very favorably.

What school has accepted you and who will serve as your financial sponsor? You will have explain how you know your sponsor and why they are willing to pay for you and demonstrate that you are a student.

Here's what's on the website;

All applicants should be prepared to provide:

Transcripts and diplomas from previous institutions attended;
scores from standardized tests required by the educational institution such as the TOEFL, SAT, GRE, GMAT, etc.;
financial evidence that shows you or your parents who are sponsoring you have sufficient funds to cover your tuition and living expenses during the period of your intended study. For example, if you or your sponsor is a salaried employee, please bring income tax documents and original bank books and/or statements. If you or your sponsor own a business, please bring business registration, licenses, etc., and tax documents, as well as original bank books and/or statements.
Applicants with dependents must also provide:

Proof of the student?s relationship to his/her spouse and/or children (e.g., marriage and birth certificates.);
it is preferred that families apply for F-1 and F-2 visas at the same time, but if the spouse and children must apply separately at a later time, they should bring a copy of the student visa holder?s passport and visa, along with all other required documents.

Additional Information

No assurances regarding the issuance of visas can be given in advance. Therefore final travel plans or the purchase of nonrefundable tickets should not be made until a visa has been issued.
Unless previously canceled, a visa is valid until its expiration date. Therefore, if the traveler has a valid U.S. visa in an expired passport, do not remove the visa page from the expired passport. You may use it along with a new valid passport for travel and admission to the United States.

you have to prove that you do not have immigration intention

The most difficult point is that you must prove that you do not have immgration intent. US immgration law asume all visa applicant have immgration intent unless applicant can prove it othewise. There is no public rule to determine what is satisfied evidence. It is common believed according american mainstrain moral standard one should have possesion of real state, car, bank acount and/or bussiness ( or your family does ) to prove that applicant does not have immgration intent. In student case, you need a reliable finacial mean, like money from your own family or from university. There is no fixed rule for this and it depend on visa office personal believe.
Because most domincan do not qualify visa, you need to creat unique set of situation support by documents and witness to present your case and convince the visa officer that you do want to leave US after your study.
the following things you might try ( you take it as you own risk )
creat set of real papers which can prove that you or your family own house, car, bank acount, good job or/and own bussiness.
creat real papers showed that you or your family can pay school yourself or university in US give you scholarship.
give a detail plan about your study ( you need be very academic and show you are very talent )
give detail plan to return dominican republic to work ( like pre-arrange employment )
give some personal reason you do not like to live in US ( find some darkside of american society like high crime in inner neighborhood, expensive medical cost, agressive foreign policy whatever you can think of it. )
if you have some money to travel, travel to some rich country ( like japan or hong kong etc which do not need visa and show them you are returned.
you need to speak english very well.

hope this thought can help you

Hi everyone, thank yous for the replies and the advice. AnnaC, thank you, I have also read from the information you posted on the unitedstatesvisa.gov internet page, many times! Chris and Travel thank you for the advice, I think you make good points. Unfortunately, I have not travel to anywhere in the world and really don't have the financial to do so right now, the most far point I have ever travel is to Ocean World, so maybe that is against me, but I will put together the other documents and maybe everything will go for me this time.
And do you know what happen? Last time, when it was for a tourist Visa, not a student Visa, my date was not even three minutes. I do speak english, I think very well and I am always studying, but I did not even have an opportunity to say more than two words in my date. I really hope this time is different for me.
Presently I am waiting for notification from the university and then is to the consulate to see what happen. Wish me good luck please! Thanks you!

the sad update

I was denied my Visa to go study in the United States. (this was about 2 months ago, but I've been too depressed to sign in and tell you about it). I'll tell you what happened,, even though I really don't understand. I called for my appointment. I had all my papers gathered and the arrangements were just waiting to be finalized. I go to my date and despite having my acceptance letter and proper forms for the university and university immigration specialist, my test scores, my school records, very good spoken and written english, everything financially covered for my trip, tuition, housing, and spending money both by the university and my family, bank statements, property statements of car and house and business in the Dominican Republic, letter of promise of employment upon my return to my country, and every other paper you could possibly think of, I was denied the Visa for study in the US. The official didn't look at any of it. And I was passed the same stupid letter about insufficient ties to the community and suspicion of immigration intent. Which is crap. I have no such intent. I have no husband or boyfriend in or from the states, I have no family there. What immigration intent? And I had five pounds of paper work demonstrating my ties to my community, and he didn't want to see any of it. And five years of studying english so I can go study.. Now I'm stuck here, working a crap job only 8 hours a weeek is so embarassing and angry I studied so hard. And the stupid boy was sitting next to me with an appoinment in the same day, and he didn't know one word of english and they give him a damn Visa. He about 30 years old with his stupid american girlfriend waiting outside and he doesn't know one word of english and they give him a visa. so much for hard work

I'm so sorry to hear this. It's just not fair to see this happening to a hard working person that had everything prepared and did want to study and was only asking for a fair chance at life.

I'm so sad for you. :( Can you retry appeal?

I'm not surprised. Unless you show a good amount of cash built up over a long period of time OR some substantial property, you won't be going because they know you won't be back. I think there may be more to this than you are telling us though. You're sure you don't have a US boyfriend? They DO investigate you know.

Maybe her husband's health problems had something to do with it. BTW, she hasn't mentioned a husband, has she?

I think that would make them even more suspicious. If I was a Consul I would be wondering why in the world she would want to leave her diabetic husband alone in the DR for that long while she went and studied in the states. Also, in the OP she said she might want to work for a while and return to her country later, did you catch that one?

I have worked very hard a long time for this and I very much want to study in the united states and know what living there and maybe work and then return someday to my country

Well I don't have a US boyfriend, like I said, I have no one there. I do have a Dominican husband, who is free for travel, since before he knew or married me. You have to "mention" your husand, it is all in the papers. But he's dominican. Maybe is is for money, but like I said, I had the paperwork showing all expenses would be covered. It has no sense to me when I go, and I actually speak and understand English and it's for a "good" universtiy, from my understanding, and they say no, and someone doesn't even speak english and they get to go. What can you study in the US if you don't speak english. I didn't hide anything. I can reapply, but I have to wait a time and chance seem to be they would say no again right

I am sorry to hear that. I think you can try to write formal letter to head of consul ( with correct name on it ) to request to reconsider your application with reason you believe the visa officer did not evaluate your evidence you supply. other thing you can try is write a letter to us senetor or us congressman in district the university you applied to ask them to inquire your case for the us international education benefit. sometime they will write letter to us embassy for you.

Sometimes being persistant works. I know of someone who got denied 3 times for a vacation visa and was approved on the 4th time.
