Verizon DSL in San Pedro De Macoris?

I am trying to get DSL installed in my wifes house in San Pedro and she is telling me that Verizon says the residential plan is not unlimited and is charged by the minute. I have never heard of anything like this and cannot understand how they could charge by the minute for an "always on" connection. Does anyone have any experience with this in the San Pedro area? How much does Verizon typically charge for DSL? Does it vary by city?

I have Verizon Broadband (Flash). Unlimited, never goes down, 2400RD$ a month, and great support. In Juan Dolio - managed from San Pedro (11kms away). Last response time to come and fix phone line - 11 mins.

Thanks for the reply. Do you have any idea how Verizon rates compare to Tricom for local phone calls?

You get 100 minutes free to land lines. Sorry no idea about mobiles. You get a discount for international too.
