Fair Price for shuttle /Taxi
I can't address whether it's fair, but the going rate is in the range of $22US - $25US for up to four passengers, one way.

You will find all kinds of taxi compaies available when you exit the airport, there is a sign that has set rates just outside the building.

There is actually one taxi company (I think it's Siutratural) - or is it Taxi Veron?? that has a licence to operate from the airport. You CAN call in your own transportation (taxi, friend, limo, bus, bicycle,... whatever you want) but there is only one company authorized to provide official taxi service from the airport. So other transportation providers cannot legit solicit business there unless you have already solicited them yourself.
But as was said, taxi rates are provided both at the taxi booth, and also on a billboard off the arrival hall, just at the entrance to the front parking lot, on the left side, where taxis are parked. If you don't see the billboard, ask to see it, as it has published rates to all the hotels. Not much chance of haggeling over the price - it's set.
If you plan on taking taxi to other places (such as Higuey, Santo Domingo, or even farther away, etc.) you are better off calling a non-airport taxi from OUTSIDE of Bavaro area.
For example, see: Airport taxi to Higuey: roughly 100 dollars. Higuey taxi to Higuey coming to pick you up at the airport: 30 dollars.
