Again, if the DR did not have one of the most expensive electricity rates in the world, the theft would not be so commonplace.

I asked my father back home (EU country) what was the rate, with all the taxes, and I calculated it to pesos and it is CHEAPER than the lowest rate ($3.12 I think) and that is after the last July 1st hikes there.

Also, the consumption rates are either FLAT or DECREASING with usage, and NOT increasing like is the case in the DR.

Note that energy sector there has free market competition.

People were stealing electricity long before there were high rates. One of the reasons we have high rates is BECAUSE of the theft, basically the people that pay - have to pay for the people that don't pay.

This is what I've always heard. And you are right in that electricity theft has always happened.
