...my 14 year old step-daughter and her 20 year old brother would like to take a flight together to the USA where they are both legal residents. The problem is that I have heard conflicting opinions about DR requirements for any juvenile to leave the DR. and I don't want them to have a hassle at the airport. Does anyone know chapter and verse what DR laws say about juveniles exiting the country?

you may need a notorized letter authorizing travel. My wife and i do it all the time, even though we are not always asked for it

... and you may want to check with the authorities at the airport from which they plan on leaving. There seems to be different perceptions on what is needed (my personal experience!). Be very persistent and try to talk to the decision makers on site.

Come to check in well ahead of time... just in case "somebody" has doubts or developed new ideas!
