Biscocho and suspiro

I need a Dominican Biscocho and Suspiro(merengue,icing) recepie. There're no Dominican bakery were I live so want to learn how to do my own cakes.

I don't know the recepie for the dominican biscocho. The suspiro is the 7 minutes icing.
2 eggs (white part only), 6 ounces of sugar, 2? tablespoons of cold water, ? teaspoon cream of tartar, a pinch of salt, 1 teaspoon of vanilla. Cook all ingredients in a bain-marie for 7 minutes stiring with a mixer. (No more than 7 minutes or it won't stay fluffy)
