If at all available, you must probably serach city/village
records of his birthplace. The local church might be very,
useful. It all depends on where he was born/living. If in
the 'campo' (countryside', you can probably forget it
alltogether since births and deaths seldom was registered.
Until quite recently, the only reason for registering
a birth was if you needed a passport. Consequently,
my own stepson didn't register for birth certificate until
needed, at 11 years of age. (He's born 1981!)

First, did you try the nearest Dominican consulate?
Was your grandmother a Dominican citizen? If so, and 'on
visit', obviously she must have had a passport. If she had
a passport, the consulate should be able at least to direct
you to the correct authority that keeps old records. Since
a Dominican passport normally is for two years only, it's
only two years to search - 1981-1983. It will, however,
be considerably easier to extract the information if you
visit the authority in person. Phone or letter questions
like that have a tendency to be processed 'later'.
I saw a post earlier about the governments official home page,
but forgot it. DR1 'board-master' can surely help with
that!
