Is Scotibank or Banco Popular the safest to do business with in santo domingo?

What is the safest bank in santo domingo to have a checking or savings account with a VISA debit card? I know there is no FDIC like here in the USA so one puts his or her money in a dominican bank with much more risks than here in the states. I have heard of people's pin being stolen through certain scams at Banco Popluar in santo domingo.

Popular does not have the greatest rep, and they charge you for the air you breathe.
Surely some other DR1ers in your area will have some secure bank suggestions for you.
