Ethanol from waste in the DR?

This story seems to have gone under the radar. Can this be one of the answers to the energy problem in the DR. Brazil is already helping the DR produce ethanol from sugar cane, but this is producing ethanol from wastes. Anybody heard anything about Rafael Zapata. Sounds too good to be true?

Masada Resource Group has teamed with RJ Zapata & Associates S.A. to develop and operate commercial-scale waste-to-ethanol and electricity production facilities in the Dominican Republic.
