I have an old laptop here that I would like to bring to the Dominican Repulic for our friends to use. This will enable them to email us and such.

Can I do this? The computer meets all exportation laws and such.

Of course.
I presume that you realize that a laptop will not enable them to email you.
it just circumvents them going to an internet cafe.
They would need to be hooked up to the internet as well.

You wont have any problem bringing in a laptop with you. But Rockys right, they still will need internet access.

Can they not get wifi access from one of the wifi hotspots in the area?
Not likely.
Anyone with half an ounce of brains will make his wifi inaccessible, otherwise the whole neighbourhood will be on it downloading music, etc , making it so slow that they can't use it.
Either you will be buying them them internet, or they will be selling the laptop.

Good guess Rocky. With the abundance of internet cafes and closets aroound, it will be cheaper fro them to go use a public computer, making that laptop an inviting target for sale. They dont need a laptop to email you.

They can still use a prepaid dialup internet, if they have a phone line, with the conumicard sold at every corner.
