Executing liens against delinquent condo owners

Our condo project in Cabarete suffers from three delinquent owners who refuse to pay anything and (mostly) refuse to even communicate. The owners at our annual meeting voted to impose liens against the apartments of these delinquent owners and to execute on these liens.

Does anyone have any experience with this process? We are interested to know:

How much does it cost?
Will we be reimbursed for our legal expenses out of the proceeds of any sale?
How long does it take?

Thank you for the research. That thread from 2006 is helpful. However, we are interested in hearing about the experiences of others with this difficulty with delinquent condo owners. It appears that we will be reimbursed for legal expenses but that we could be tripped up by technicalities and it may take a bit of time.
