Omar Bien Signs--anyone know?

This may rank up as stupid question 1001, but we keep seeing signs (spray painted) on walls (cinderblock) all over the South coast that say "Omar Bien?" or "Omarr Bien?" We have made up all sorts of ridiculous explanations about a guy named Omar who went missing. Now I'm ready to hear the REAL reason for these signs. Any takers? TIA
