I am considering buying a '99 Corolla LE (115K miles) from a friend of my girlfriend. I am familiar with both the friend and the car. It's in very nice shape. Here in the US that car would fetch around $4500. He wants $7000. Is that a reasonable price for that car in the Sto Dgo area?

Assuming the car is in good shape, that price is reasonable, maybe you can negotiate a little, but it is ok, you have to take into account that you cannot take the US car prices into reference because car prices here are generally 35-35% higher than in the US.

Yes, it is a reasonable price. Calculate that if you were to buy the same car in the USA and ship it to DR, it would cost you:

$4,500 car
$ 700 transport
$ 200 insurance (compulsory)
Subtotal: $5,400

you would pay arancel 8703.23.99 (Dirección General de Aduanas - DGA)

you would pay RD$ 103.699 which is $3,050

Total: US$8.450

The price your friend asks for is a reasonable one, provided the vehicle is in good mechanical shape. Do a good check of tren delantero (front drive train) and basic check of engine.

I use New Car Prices and Used Car Blue Book Values - Official Kelley Blue Book Site to establish the used retail value and add on 20% to get the average price of a car in the DR in excellent condition, that is to say that everything is working properly and nothing appears to be on the verge, except for brakes, which I always get done new after purchasing a car.
So the KBB value of that car, assuming that it has no special options other than the base ones that come on the LE model, at 115,000 miles in automatic (had to guess) is worth $6,210 US plus 20% ($1,420) = $7,630 US, so you are in the correct ballpark, specially considering that it is absoluty most desirable used car by Dominicans and one of the most reliable cars on the Planet.

OK..........Now to really open a can of worms.
How important is it for my girlfriend (esposa really and mother of my daughter) to get her drivers license before I buy her the car.

it's guaranteed that within 5 minutes after you show up with a car, dominicana is going to be rolling out in a cloud of dust so her friends can see her in her new car..............

better make sure she has her license first, AND some good insurance in place, AND a carseat for la ni?a if she is young, jajaja.
