Charlie - Have you tried contacting the British Embassy in Santo Domingo? Tel No. is (International code) + 809 472 7373. Consular section is on ext. 25 or 26. IF he is registered with them they SHOULD be able to help you. You should be able to get their e-mail address from the Foreign Office (either in London or your local offices.
