Nope. In Luperon, there is a monthly anchoring fee of 15US or so which begins after your 14day fee runs out. In Samana at the government dock you can tie up there with water(and onsite fueling) for a very small daily fee, like 10 US. So if you are not anchoring, but using a government dock, possibly 50US a week is fair and square. But if you are at a private marina, I've never heard or payed the fee.

The fee is charged by Ocean World Marina which is a private marina I assume. The US$50/week fee is added to the normal docking charge which was paid one year in advance.

Yep, fishy. Boats physically docked at marinas in Luperon do not pay this fee. They may pay the monthly harbor fee which is between 15 and 40 US, but I don't think so once they're on the dock. In years of traveling by boat around the DR, I've never heard of that fee. There's no way...50 a week I would ave remembered. You should check out Luperon. Its only a few miles west.
