"Dominican Dyme"

I was reading the newspaper this morning, and saw a local politician being referred to as a "Dominican Dyme." I have never heard this used before and therefore am an unsure of its overall meaning, origins, etc. I looked online and couldn't find any definitive answers. Any thoughts and/or opinions? Anything would be helpful. Thanks!
