For a condo association meeting what is the quorum rule? Does the quorum need to be present or can a quorum be established by proxy? Does it matter it matter if half of the Board Members don't attend?

I believe it depends on each particular condo association's rules, articles, and by-laws.

There are national laws governing all condos, but each condo association decides how its business is conducted.

Look at your condo project's regulations or by-laws. The regulations of my condo project state that owners may be represented by proxy and that a majority of the owners represents a quorum.
