Russian Visa

I remember reading somewhere that if you are a Russian Citizen you no longer need a Visa to visit the D.R. Does anyone know if this is TRUE ?

I have a friend who wants to come for a visit. He has told me that the travel agent says he needs a Visa.

Russians Only need a Valid Passport and a Dominican Tourist Card which could be issued on arrival for 10usd I believe
heres the official word

National Russian Federation (RU)
Embarkation Russian Federation (RU)
Destination Dominican Republic (DO)

Passport required.
- Passport and/or passport replacing documents must be valid
on arrival.

Visa required, except for Nationals of Russian Federation, who
are eligible for a Tourist Card on arrival (See Visa
issuance).
Visa Issuance:
- On arrival: Tourist Cards for a stay of max. 30 days. Fee:
USD 10.-. An extension is possible for a stay of 90 days for
a fee of DOP 62.40. Further extensions possible for varying
fees, depending on length of stay. No photographs are
required.
Minors:
- Minors under 18 years of age leaving the Dominican
Rep.,For details, click here
Additional Information:
- Visitors must hold:
- return or onward tickets; and
- all documents required for their next destination.
Warning:
- Non-compliance with the entry regulations will result in
refusal of entry and deportation of the passenger on the
same aircraft. The carrier will be fined USD 1,000.- if
transporting passengers with incorrect documents.



No vaccinations are required to enter the Dominican Republic
from any country.

and a confirmed reservation to a hotel is required for russians.... at least that was required for a group of russians that i know....they had to show immigration the letter from the hotel to gain entrance into the DR.... that could have changed as this was in Feb 2008

What if my friend is going to stay with me. I have my residency could I send a letter of invite along with a copy of my residency card ?
