DR Citizenship 2 years from Provisional or Permanent Residency?

Hello. Hopefully Mr. Guzman Ariza or someone else in the know will answer regarding citizenship times. We had read on previous threads that it is possible to obtain DR Citizenship within 2 years. However, now that we have our Provisional Residency, we are told that we cannot apply for DR Citizenship until 2 years from Permanent Residency.

Would someone please confirm whether it is 2 years from provisional or permanent resident status?

I was told that you can start to apply for citizenship after 6 months of permanent-residency status.

The legal requirement is two years of continuous residence in the country (Article 1, Letter b of Law #1683 of 1948). No mention is made in the statute of provisional or permanent residency.

Trips abroad for less than a year may be computed toward the two-year requirement if made with the intent of returning to the country (Article 1, Paragraph 1).

It could be reduced to six months in certain cases such as if the applicant is married to a Dominican citizen (Article 1, Letter d).

Naturalization is not a right but a privilege granted at the discretion of the government.
