Is there a general procedure if you are involved in a car accident?

(In NY you would exchange license, registration and insurance info and if the police were there, they would make a report)

If there is an injured party I have heard you both go to jail until they can determine who was at fault and that would be the person with the least amount of money.

The reason for not hanging around in the event of serious injury is because of the possibility of physical retaliation by relatives of the injured. So, take yourself off BUT go to the police station and report it yourself together with your lawyer and all your insurance documents, having notified your insurance company that you will need arrangements for bail.
