How can I change my Russian wife to be visa

I am bringing my wife to be from Russia to DR. Her visa has her return to Moscow on December 31. How and where I need to go to add time on her visa and where can I have her stay with little cost, like staying with a DR family? I want to fly to DR once a month to be with her. Then when the Fiance Visa papers are done, have her go back to Moscow and complete her part of the papers. Unless I can marry her here.

Russians don?t need a visa for the DR - at least a few months ago they didn?t.
