looking for relative

I am trying to locatae my Uncle Joseph D. Shuman. He is a U.S. citizen but has been living in Santo domingo for many years. His age is approximately 80-84. I spoke with him around a year ago but he has since moved and I don't know where. He could be deceased as he was quite sick. If anyone knows of him or where I could speak to someone to try to find him I would appreciate it.
