Go north on Av. Tiradentes across 27, Kennedy and San Martin until you come to the stadium. The DGTT is a coupla blocks from there and signposted.

Yes. It is also known as Obras Publica, by locals. But this is where you go for all things related to driving. Just a note. If you must pay an "impuesto," (a tax for your license, etc.) pay it at any of the BanReservas around the city. Don't pay it at the BanReservas at the DGTT. The lines are long and you could spend an hour waiting to pay. Go to any BanReservas around the city and pay your tax and then come to the DGTT with everything ready. Unless things have changed from the last time I was there come ready to wait a long time for everything. Patience will be a virtue. And if you don't know Spanish, this might also cause some issues.

I was there this week with a friend. Two hours fifteen minutes from when we walked in to the time she received a driver?s license.

Very organized. When you walk in, the information desk is your first stop. They will direct you to the necessary numbered processing stations. We used the BanReservas next door to pay the taxes, RD$990 and RD$330.
