A friend of mine was on the beach and was attacked by the neighbor's dogs (unprovoked). It was a bad attack, leaving her with multiple wounds.

This is not the first time this has happened, and the dogs have been a problem in the past. This however was the worst it's ever been.

She is (justifiably!) livid and wants to sue the owner. She is not a resident.

Can anyone please offer some insight in how best to handle this situation?

She should get a medical assessment of her injuries (certificate).
Then do a formal "denuncio" at the "fiscal's" office.
The owner of the dogs could even be taken to jail.
At least if the owner is a gringo/a....

Sounds like these dogs need to be put down if they have a history of attacking people. What if they attack a child next? The owners need to be in jail and pay for her medical bills.

I think we are near cabarete somewhere- I was almost attacked my dalmations around cabarete,but fortunately I was carrying a handbag I could swing at them
