    Default What bank?

And where can I invest US$ to receive 19% interest? Is this a long-term CD?
Also, what is the minimum investment required?

Those sort of rates are for pesos. You won't find a dollar investment here at 19%. Well, not a bank/secure investment anyway.

Those 19%+ rates are generally bonds, set longer periods, set minimum investments. I have some details of one from a while back, minimum investment was RD$700,000, and rate BBR+2.6%.

Banco Central de la Repblica Dominicana

There is some examples of shorter term investment rates in Pesos from the Central Bank site. These sort of rates require minimum investment of RD$10,000, the US Products is usually $500-1,000.

I have access to a 30 day one at 17% but only because of where my Wife works, and the amount we have to keep there.

Sorry if I burst your bubble.
